PMGSY – III programmer focus on the Up-gradation of existing “Through routes” and “Major rural links” based on priority considering due importance to critical facilities like the rural markets and education & health facilities. This programmer provides connectivity, easy access, and faster movement from the habitations to Mandis, agricultural Markets, other farmer-related enterprises, higher secondary schools, colleges, hospitals, etc in order to improve the quality of life of rural populations. This is a 5 years programmer from 2019-25.
The objective of this policy is to explain the PBMC concept and its execution in relation to the provisions of SBD through a digital solution called “e-MARG”. E-MARG is a web-based software solution for all functions related to the execution of the concept of PBMC. The digital solution/ tool has been developed by NIC Bhopal that is successfully deployed and is being implemented as an effective solution to maintenance management problems of roads in Madhya Pradesh. The upscaled version is now being implemented through a national e-MARG for all states. e-Marg as a solution/ tool effectively addresses some of the key challenges (mainly related to execution and effective monitoring) in maintenance as recognized from time to time. Box 3 captures the key challenges faced by road agencies in attending to the maintenance of rural roads.
Rural Road Connectivity is not only a key component of Rural Development by promoting access to economic and social services and thereby generating increased agricultural incomes and productive employment opportunities in India, but it is also as a result, a key ingredient in ensuring sustainable poverty reduction. Notwithstanding the efforts made, over the years, at the State and Central levels, through different Programmes, many Habitations in the country are still not connected by All-weather roads. It is well known that even where connectivity has been provided, the roads constructed are of such quality (due to poor construction or maintenance) that they cannot always be categorized as All-weather roads.
The District Rural Road Plan Would indicate the entire existing Road network system in the district and also clearly identify the proposed roads for providing connectivity to eligible unconnected habitations, in an economic and efficient manner in terms of cost and utility.
