Building Construction Department as a premier works department of Government of Bihar conducts planning, designing, construction, Renovation Refurbishing and maintenance of Government Residential and Non-Residential Building.

Development of rural roads brings multiple socio-economic benefits to the rural areas which form a strong base of the National economy. The connectivity of rural habitations through good all weather roads has brought appreciable impact on Agriculture, Employment Generation, Industry, Health, Education, Transport facilities, Urbanization, Poverty Alleviation.

Water Resources Department, formerly known as Irrigation Department is one of the major establishments of Government of Bihar. It protects the right of State in sharing Water of Inter State Rivers/Basins. Massive Investments need to be made for creation of irrigation potential and utilization of created potential through construction of major and medium irrigation schemes. A potential of 37.15 lakh ha has been created through 20 major and 103 medium completed schemes and 09 no major & about 09 No. medium ongoing schemes.

The department is functioning with the objective of providing irrigation by executing and maintaining small schemes having command area up to 2000 hectares by utilizing available ground water & surface water. Minor Irrigation Projects have great utility in Bihar because of the following reasons: — Minor Irrigation Projects provide irrigation in comparatively very short duration on very small investment. Minor Irrigation Projects are suitable in exploiting abundantly available small catchments with their network of natural drains, in the State. High patches of land in the command of a Major Irrigation Project don't get irrigated. Such patches of land could be provided irrigation with the help of a suitable type of Minor Irrigation Project. Thus a Minor Irrigation Project works as complimentary as well as supplementary project to a Major Irrigation Project.

The department is primarily responsible for supply of safe drinking water to rural as well as urban areas. This can only be achieved by ensuring that the demands for drinking water appropriately addressed in the context of the physical, environmental and social background of the State. At the same time, we need to ensure that this vital resource will continue to be sustainable for future generations to come. Rural water supply systems including Installation of hand pumps, mini water supply system, etc. in small habitations/wards with piped water supply system for every individual household. A massive exercise has been launched aiming at strengthening and restructuring of department, thereby reorienting it into a to facilitate prompt maintenance etc.

The Urban Development & Housing Department is the nodal Department for ensuring appropriate and planned growth of cities and towns with adequate infrastructure, amenities and services provided to the citizens of Bihar through the Urban Local Bodies and parastatal agencies. The Department has been instrumental in carrying out various concrete measures for efficient management & delivery of civic services like provision of affordable housing, safe drinking water, sanitation including solid waste management, storm water drainage, sewerage, roads, public transport; and creation of livelihood opportunities by accelerating economic growth of cities/towns and building capacity of the urban poor.

The company name in Hindi vernacular is "Bihar Rajya Bhavan Nirman Nigam Limited". Bihar State Building Construction Corporation Limited was established in 2008. This time company has nine units (Dy General Manager Office) all over Bihar. The registered head office of the company is situated at Shastrinagar (near J.P.N Hospital), Patna, Bihar. This is an undertaking of the Building Construction Department, Govt of Bihar

It focuses on timely accounting and audit of the connectivity programs. It has an IT Nodal Officer to monitor the updating and accuracy of the data on the central online platform known as OMMAS (Online Management, Monitoring and Accounting System) as well as the state MIS (Management Information System). It has a Superintending Engineer-rank officer to function as State Quality Coordinator (SQC) to coordinate the satisfactory functioning of Quality Management activity within the BRRDA.
