If the Contractor fails to ensure that at least one technical representative is trained in the above-mentioned course till completion of work or one year from the start of work, whichever is earlier, then a non-refundable recovery of Rs. 50,000/- shall be made from the bill of the Contractor. The decision of the Engineer-in-charge in this regard shall be final and binding on the Contractor.
