Furthermore, from the perspective of vitalizing rural areas or increasing employment, in addition to these activities, the promotion of non-agricultural industries is also important. To this end, improving the investment environment, including infrastructure development, and providing people with education and training for finding employment are particularly important elements.
The JICA Guidelines for Environmental and Social Considerations were revised in 2022, based on the review and examination of the recent trends of the Sustainable Development Goals (SDGs), the response of the international community to the threats of climate change, and the efforts to improve the quality of environmental and social considerations, after ten years of enforcing the JICA Guidelines for Environmental and Social Considerations.
As stated in the "Law on General Rules of Japan International Cooperation Agency." JICA's mission is to "Contribute to the Promotion of international cooperation and to the sound development of Japan and the international Socioeconomy by contributing to the development of reconstruction of the economy and society, or economic stability of overseas regions which are in the developing stage, "Particularly to global environmental Protection in compliance with environmental laws and regulations.
JICA prepares thematic guidelines on various development issues as a practical reference for persons involved in JICA’s activities to be used when formulating and implementing projects. The guidelines systematically organize the details of each specific issue and the approaches to be adopted. JICA first compiled thematic guidelines for the field of agricultural and rural development in October 2004. Subsequent to this, the world economy experienced a number of changes, including a substantial rise in food prices from 2007 and an associated increase in uncertainty over the supply and demand of food.
