Section 64(3) of the Electricity Act, 2003, read with Regulations 12.9 and 12.10 of the BERC (Multi-Year Distribution Tariff) Regulations 2021, provides for giving adequate opportunities for all stakeholders and the general public to make comments, suggestions, and objections on the Tariff Petitions. Accordingly, the Commission directed the two DISCOMs (NBPDCL & SBPDCL) to publish public notices showing the contents of the ARR and Tariff Petitions in an abridged form in the leading newspapers having wide circulations in the State of Bihar and invite comments, suggestions, and objections thereon. Accordingly, the DISCOMs (NBPDCL and SBPDCL) issued their respective public notices of their Tariff Petitions in abridged versions in various newspapers, and the same was also uploaded on the websites of the Commission and the respective DISCOMs. The last date for submission of comments, suggestions, and objections was fixed as 18th January 2023.

South Bihar Power Distribution Company Limited is a company incorporated under the companies Act, 1956 (now companies Act 2013) and has its registered office at Vidyat Bhawan III, 3rd Floor, J.C.N Marg, Patna -800001 Bihar. The Petitioner is a deemed licensee under the Fifth Proviso to Section IV of the Electricity Act, 2003

"The Sanction orders shall contain sanction load, Supervision charge wherever applicable, removing/re-fixing/Changing of meter charges, etc. BERC Prevalent rates. The applicant will deposit the charges within seven working days of issuance of the Sanction order."

In case of any dispute in billing, the consumer/ developer should file written representation mentioning the details of the dispute to the concerned Electrical Executive Engineer/E.S.D. (for supply at LT level) or GM (Revenue) of the licensee in case of others. On receipt of the written representation, the authority (EEE/or GM) will ensure redressal of the dispute preferably within 3o days of receipt of such representation. In case the consumer/developer is dissatisfied with the disposal of his representation, he may file his grievance before CGRF.

In the public interest and in anticipation of approval from BERC, it has been decided that the above revised shifting supervision charges will be applicable with immediate effect. This has got the approval of the competent authority.
