There is no interim order. As a result, the present petition has become infructuous in the light of the fact that the subject matter of work is already stated to have been executed within the time-limit stipulated.

In view of the aforesaid provisions, the present writ petition for the prayers made as above would not lie and is held to be not maintainable. However, liberty for approaching the aforesaid forums is always available to the petitioner. If any execution proceedings have been initiated by the petitioner, the same shall be decided positively within a period of four months thereto.

If the Reuters Managing Director and the Chairman of the Company shall have been unable to resolve any legal dispute referred to them under Clause 16.1 within thirty (30) days, that dispute shall, at the request of any Shareholder, be referred to and finally settled by arbitration under and in accordance with the Rules of the London Court of International Arbitration by one or more arbitrators appointed in accordance with those Rules. The place of arbitration shall be London and the terms of this Clause 16.2 shall be governed by and construed in accordance with English law. The language of the arbitration proceedings shall be English."

In light of these facts and circumstances, Annexure-1 stands set aside insofar as the petitioner is concerned. Insofar as Annexure-2 dated 04.11.2022 is concerned, the concerned respondent is hereby directed to take a decision at the earliest and not beyond 3 months, while giving opportunity to the petitioner.

In light of these facts and circumstances, both the concerned parties are hereby directed to approach Empowered Standing Committee. The Empowered Standing Committee is constituted by the Competent Authority. The Empowered Standing Committee shall take up the subject matter of issue and decide after giving the opportunity to the respective parties and will proceed to pass orders and communicate the decision to the respective parties. On receipt of the Empowered Standing Committee report/ decision, the Concerned Authority is hereby directed to take further steps after issuing a show-cause notice to the petitioner. The above exercise shall be completed within a period of 4 months from the date of receipt of this order.
