भारत-संविधान के अनुच्छेद 309 के परन्तुक द्वारा प्रदत्त शक्तियों का प्रयोग करते हुए बिहार राज्यपाल ‘‘बिहार ग्रामीण विकास सेवा संवर्ग नियमावली, 2010‘‘ (समय-समय पर यथासंशोधित) का संशोधन करने हेतु एतद्दवारा निम्नलिखित नियमावली बनाते है।

Rural Road Connectivity is not only a key component of Rural Development by promoting access to economic and social services and thereby generating increased agricultural incomes and productive employment opportunities in India, but it is also as a result, a key ingredient in ensuring sustainable poverty reduction. It is well known that even where connectivity has been provided, the roads constructed are of such quality (due to poor construction or maintenance) that they cannot always be categorized as All-weather roads
