In exercise of the powers conferred by the Section 94(1) read with section 146 of the Bihar Panchayat Raj Act, 2014 (Bihar Act 6, 2006) the Governor of Bihar is hereby pleased to make the following Rules to amend the Bihar Gram Katchahry Secretary (Appointment, Service Conditions, and Duties) Rules, 2014.

"Provided that if work is not commenced by the Chairman of the Committee (Ward Member) in the schemes assigned to the ward within 45 days of the transfer of funds in the account of the Committee or the Chairman shows no interest or the Chairman absents himself from his ward for a long period, District Panchayat Raj Officer, on the report and recommendation of the concerned Block Development Officer, may direct that the account of the Committee shall be operated by the joint signature of Up-Mukhiya of the concerned Gram Panchayat and Member Secretary of the Committee till the Ward Member elected from that ward appears in person before him and gives an undertaking in writing that he will duly perform his duties and responsibilities in accordance with the provisions of these Rules."

ln exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Bihar hereby, declaring the creation of "Bihar Panchayati Raj Audit Cadre" makes the following Rules to regulate the procedure of recruitment and service conditions of the Panchayati Raj Auditors.

"Appointment on the compassionate ground" means appointment of any one of the dependents of the government servant who died in harness, on the compassionate ground according to relevant circulars directions, and instructions of the General Administration Department.

The Adhyaksha of Zila Parishad and the Mayor or president of Municipal Corporation or Municipal Council or Nagar panchayat, as the case may be, having jurisdiction over the headquarters of the districts, shall be ex_ officio members of the District Planning Committee. Provided that if number of members specified to be elected from any local body is less than one, one member from that body must be elected for the concerned District Planning Committee."
