Once it is held that the entire Act is within the exclusive domain of legislative power of Parliament under Entry 54 of the Union List it becomes obvious that section a which is a part and parcel of the same Act would also fall within Entry 54 of the Union list which deals with regulation of mines and development of minerals.
The Lieutenant Governor may, by the notification in the Calcutta Gazette extend its provisions to any other district or part of a district situated in the territories for the time being administered by him, and this act shall take effect accordingly therein from the date specified in such notification.
