To ensure scrupulous implementation of the construction zone safety and traffic management measures, the following Standard Operating Procedure may be followed. The above shall come into effect from the date of issue of the circular. This circular shall be applicable to all national Highways and centrally sponsored road works.

Accordingly, henceforth while preparing DPRs, the possible uses of scarified granular/ asphalt pavement materials shall be evaluated and appropriately factored in / credited to the cost estimate.

Accordingly, ROs, PlUs, and RSOS of MoRT&H are directed to complete pedestrians surveys and inspections in the first quarter of FY 2O23-24 to ensure proper development, implementation, and maintenance of pedestrian facilities as per IRC 103:2012 and IRC manual for 21416 laning in at NH projects under their jurisdiction. Incorporation of the above-mentioned pedestrian safety provisions is to be ensured and verified in all stages of Road Safety Audits. Based on pedestrians' surveys and inspections, estimates may be framed, and pedestrian-friendly specific works may be proposed as a change of scope proposals or as standalone works for intrusion in Road Safety Annual Plan 2023-24.

In view of the aforementioned advantages of SMA and to avoid frequent periodic maintenance/overlay requirements of flexible Pavement, SMA may be adopted under the following conditions.

Footpaths shall be provided on all major bridges and RoBs. Footpaths shall be provided on minor bridges in built-up areas only. In case a footpath is provided on the bridge, carriageway and paved shoulders shall be carried on the bridge deck placing the footpath (1.5m clear) on the outer edge of the paved shoulder with a crash barrier (0.45m) on the inner side and railing (0.375m) on the outer side.
