केन्द्रीय सरकार, मोटर यान अधिनियम, 1988 (1988 का 59) की धारा 109 की उपधारा (3) द्वारा प्रदत्: शक्तियों का प्रयोग करते हुए, भारत के राजपत्र, असाधारण, भाग-2, खंड 3, उपखंड (II) के प्रकाशित भारत सरकार के तत्कालीन पोत परिवहन सड़क परिवहन और राजमार्ग मंत्रालय (सड़क परिवहन और राजमार्ग विभाग) की अधिसूचना संख्यांक का0 आ0 1365 (अ), तारीक 13 दिसंबर, 2004 में निम्नलिखित और संशोधन करती है।

The present volume in the form of a Manual of Guidelines on the subject of Land Acquisition for National Highways addresses various issues in a holistic manner, be it related to legal issues or the processes involved at all stages. This volume is the outcome of the single-handed labor of Sh. Y. S. Malik, Secretary, of Road Transport & Highways, has shown his in-depth understanding of the subject right since he joined as Chairman of NHAI in November 2016 and thereafter as Secretary during his present tenure. It is amazing to learn that, working over time, he has been able to write this Manual himself in spite of so many work pressures a Secretary of the Ministry faces.

I am directed to say that the land required for National Highway Project is acquired under the provisions contained in Section 3 of the National Highways (NH) Act 1956

Accordingly, the Ministry of Road Transport & Highway (MoRTH) has issued various OMs/Circulars on the subject from time to time as mentioned in Annexure - 1. Similarly, the Department of Land Resources, and the Ministry of Rural Development, have also issued guidelines/orders on the subject, being the nodal department of the Government of India for the administration of the RFCTLARR Act, 2013 and its application of the other related statutes mentioned in the Fourth Schedule of Act ibid. These guidelines/orders/clarifications are mentioned in Annexure - 2.

हमारी सरकार का सतत् प्रयास समुदाय, किसानों, गैर-सरकारी संगठनों, निजी क्षेत्र, संस्थानों, सरकारी एजेंसियों और वन विभाग के सहयोग से पर्यावरण अनुकूल राष्ट्रीय राजमार्ग विकसित करने का है। वर्तमान में, सड़क किनारे वृक्षारोपण और अनुरक्षण के संबंध में अलग-अलग व्यवस्थाएं मौजूद हैं, इसकी वजह से इस पर ध्यान नहीं दिया जाता है । इसको कम करने के लिए हमने राजमार्गों के साथ-साथ वृक्षारोपण के लिए एक अलग नीति बनाने का निर्णय लिया है।
