Various references have been received from the Ministry of Home Affairs forwarding therewith recommendations of the Department-Related Parliamentary Standing Committee (DRPSC) on -Home Affairs regarding the immediate ban on the use of dynamite for development projects in the Himalayan region and making judicious use of technology particularly in high altitude Himalayan region to minimize the damage to ecology and environment.

It is also mentioned that changes in the list, if any, with respect to the addition/removal of any material/product will be notified periodically.

Large numbers of road accidents are taking place on Indian roads every year resulting in the death of more than one lakh forty thousand persons. The causative analysis of various road accident studies carried out in the past infers that the majority of road accidents occur due to a driver's fault. The report of the year 2019 indicates that 82% of all road accidents are due to the fault of the driver. Despite having adequate provisions in C. M. V. Rules which directly as well as indirectly help in ensuring good driving skills and knowledge of rules of road regulation among drivers, there is an urgent need to impart driving training, both theoretical and practical to the existing and aspiring drivers. Need has also been felt for setting standards and monitoring driving training and issue of Driving Licensee based on an objective scientific process of testing skills.

Each year nearly 1.35 million people die worldwide in traffic accidents; approximately 50 million people suffer injuries. Road accidents continue to be a leading cause of death, disabilities, and hospitalization in the country despite our commitment and efforts. India ranks first in the number of road accident deaths across the 199 countries and accounts for almost 11% of the accident-related deaths in the World. The precarious situation of road worthiness also affects. Unfortunately, at present, there is no awareness of this problem’s size and danger and thus there is an urgent need to find out a sustainable solution to this situation.

I am directed to inform you that this ministry has launched a scheme relating to Road Safety i.e. "Scheme for grant of Award to the Good Samaritan who has saved the life of a victim of a fatal accident involving a motor vehicle by administering immediate assistance and rushing to Hospital/Trauma care center within the Golden Hour of the accident to Provide medical treatment."
