The development and maintenance of Roads in India are Undertaken by various agencies of both central and state Governments. The Ministry of Road Transport & Highway is primarily responsible for the development and maintenance of the National Highway.

A good road network is a critical infrastructure requirement for the rapid growth of the economy. Roads should not be looked at in isolation but as part of an integrated multi-model system of transport. Various construction programs for different classes of roads over the past two-and-a-half decades have yielded a significant expansion in network size in India. Efforts are being made for a balanced development of road networks (primary, secondary and tertiary systems). Further, through recent initiatives, the development of the primary road network is being tied up with the railways’ dedicated freight corridors/other segments of the rail network, connectivity with ports, airports, logistic hubs, major tourist centers, and linkage with neighboring countries.

The various centages being Proposed for the NH works at the time of preparation of estimates have been reviewed by ministry with the approval of the competent Authority, it has been decided that the following centages shall be proposed in the estimates/technical proposals for NH work to be executed on EPC mode.

In Continuation of this ministry's Circular No. RW/G - 20011/81/98-WA, dated 16.08.2002 on the above subject; the following addendum is issued in order to facilitate smooth progress of the work & avoiding delays.

The Transport Research wing of the Ministry of Road Transport & Highways Collects, Compiles analyses and Publishes data on the Physical and Financial Performance of various State Road Transport Undertaking (SRTUs) annually.
