The training provider and assessor shall be decided by the Project Director of NHAI/NHIDCL or the Executive Engineer of State PWD from amongst the impaneled list of MSDE. Training for any other relevant approved course of NSDC may also be conducted with prior approval from Ministry.

It is proposed that the scheme of incident Management Service may be extended to all the National Highways in the country with initial emphasis on high-traffic corridors and the States with difficult terrains. This is to be done on priority by establishing IMS monitoring units staffed by skilled manpower. The response time of maximum 3omins for the Ambulances, cranes, etc to reach the site may be kept initially, which may further be reduced by the integration of 1033 helplines with state 1,08/772 Helplines. To ensure this, a close liaison with the corresponding state's EMS Network is obligatory.

The Bidder shall have 'BBB' and above Credit Rating given by Credit Rating Agencies authorized by SEBI. if the bidder does not have 'BBB' and above Credit Rating, the Bidder shall be required to submit a comfort letter from its Bankers/Financial institutions along with its Bid that they will provide Credit Facilities (Term Loan) to the bidder to meet the project cost excluding grant, if any, for domiciling the project.

Ministry has issued Model RFP and Agreement documents for EPC/ BOT (Toll)/ HAM/ TOT projects. These standard documents specify the riding quality parameters (roughness) of the National Highways, with the maximum permissible roughness value obtained from calibrated Bump Integrator (BI). It has been observed that these Model documents are having different values of roughness parameters.

In view of the above and to alleviate the situation of financial distress caused to the developers in the Road Sector in recent times, it has been decided that bidders/consortium members of subsisting BOT (Toll) Contracts may also be allowed for the change of ownership after a period of 1 Year and the relevant clause of the amended MCA as applicable presently will be applicable for those project as well.
