Proposals are hereby invited from eligible PMCs for the preparation of the Detailed Project Report, Pre-construction activity, and Project supervision of <Project Description>. The Letter of Invitation (LOI) and Terms of Reference (ToR) including the Request for Proposal (RFP) are available online on the e-tender portal of https://eprocure.gov.in. The document can also be downloaded from <Agency Website>. The cost of the Document must be furnished in the form of a non-refundable fee of INR 5,000 (Rupees Five Thousand only) by way of online payment only (payment through other modes shall not be accepted), through Bharat Kosh (payable to PAO, W&A Ministry of Road Transport & Highways, New Delhi). The online payment receipt shall be submitted while submitting the proposal.

The Twelfth Plan envisages an investment of USD 1 trillion in infrastructure for sustained and inclusive growth of the economy. To meet these expanding demands, large investments will be needed in roads, railways, ports, and civil aviation sectors for the augmentation of capacities and modernization. The public sector is expected to continue to play an important role in building transport infrastructure.

The information contained in this Request for Proposal document (the “RFP”) or subsequently provided to Bidder(s), whether verbally or in documentary or any other form by or on behalf of the Authority or any of its employees or advisors, is provided to Bidder(s) o n the terms and conditions s e t out in this RFP and such other terms and conditions subject to which such information is provided. This RFP is not an Agreement and is neither an offer nor invitation by the Authority to the prospective Bidders or any other person. The purpose of this RFP is to provide interested parties with information that may be useful to them in making their financial offers (BIDs) pursuant to this RFP. This RFP includes statements, which reflect various assumptions and assessments arrived at by the Authority in relation to the Project. Such assumptions, assessments and statements do not purport to contain all the information that each Bidder may require.

This is in the document shall be used for all the National Highways and Centrally Sponsored road works Proposed to be implemented on EPC mode of Contract for which the bids will be invited in the future from the date of issue of this circular.

This is in supersession to Ministry's Circular referred to above. As per the Provision of existing Standard RFP issued vide Ministry's Circular, dated. 28.11.2018, the Technical bids shall be submitted on the BIMS Portal, and financial bids on CPPP e-Procurement.
