The Compendium of technical Circulars has proved to be very useful in planning, designing, Policy formulation, and implementation of highway projects in the country. It is expected that with the Updation of the Compendium of technical circulars the planners, designers, and various executing agencies will be benefitted by keeping themselves abreast with the policy changes since the issue of the last addendum.

This Ministry has been issuing Circulars on technical and policy matters pertaining to the National Highways and other centrally sponsored road and bridge works from time to time. The Circulars issued up to 1985 were published in two volumes in July 1986. Subsequently, four Addendums Covering Circulars issued up to December 1997 were Published.

Revised Cost Estimates should be prepared and submitted to HQs at the appropriate time as per the guidelines of most for obtaining the sanction of the competent Authority.

Ministry Circular No. NH.VI/50(21)/79 dated 25th January 1980, regarding "Investigations and design for high embankments at approaches to bridges and overbridges on NH's and other centrally financed roads's was printed (without enclosures) in the compendium of Circular VoI. 1. Keeping in view the demand for the enclosures from Consultants and PWD the complete Circular with enclosures has now been included in the Present addendum.

Technical circulars, guidelines, and directives play a very important role in the functioning of any organization. For better performance, these circulars must be appropriately classified* compiled, and updated periodically. This publication marks the first step in this direction as the Ministry’s volume of technical circulars embracing, planning, design, project preparation, construction, and monitoring of National Highways and other Central Schemes as well as management, upkeep, and accounting of central machinery, all appropriately grouped in a book form.
