As per Ministry of Finance (MoF) Memorandum No. I(13}/PFMS/FCD/2020, dated 16 1 h March 2022, it has been decided to open a separate bank account (to be called a "Holding Account") for holding tax and other statutory deductions. In addition to this, as per MoF Memorandum dated 24th, May 2022, there is a need to open a separate MoD Account for keeping the Security Deposit amount (to be called "Security Deposit Account"}, to be deducted from the bills of contractor. A detailed SOP for opening and functioning of "Holding Account" and "Security Deposit Account" is detailed below:

In view of the above notifications of Ministry Finance, the applicable of rate of GST for PMGSY works will be 18% instead of 12% with effect from 18th July 2022.

Rural Connectivity is one of the key components in rural development and contributes crucially towards the alleviation of poverty. A wide variety of employment and self-employment opportunities arise from the creation and continued existence of good quality all-weather roads. Such roads provide access to economic and social goods and services, thereby generating additional agricultural incomes and productive employment. Improved access to health, education, nutrition, and other services and facilities is most cost-effectively delivered by developing good quality transport access through all-weather roads.

The state shall also ensure verification to the quality control register and uploading of the same on OMMAS in terms of instructions dated 13th January 2022 of NRIDA. In terms of the approval of the cabinet committee on Economic Affairs (CCEA), all the projects under RCPLWEA have to be completed by March 2023.

The Government of India, as a part of the poverty reduction strategy, launched the Pradhan Mantri Gram Sadak Yojana (PMGSY-I) on 25th December 2000 as a Centrally Sponsored Scheme to assist the states in the construction of rural roads. The primary objective of the PMGSY was to provide all-weather road connectivity to eligible unconnected habitations in rural India. The mandate of PMGSY has been subsequently widened to include new interventions. PMGSY-II was launched in 2013, with a target to upgrade 50,000 km of existing rural roads. Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) was launched in 2016 for the construction/upgradation of strategically important roads in remote areas of the country. PMGSY-III was launched in 2019 for the consolidation of 1,25,000 km through routes and major rural links connecting habitations to various socio-economic centers. Since inception till 31st March 2022, more than 7 lakh km of road length has been completed under various verticals of PMGSY.
