The Standard Bidding Document for Pradhan Mantri Gram Sadak Yojana (PMGSY) follows the format of the MoRTH Bidding Document, which is similar to the format for National Competitive Bidding for Works (India Version) — as approved by the Ministry of Finance for World Bank-aided projects. The document has the added feature of maintenance of roads for five years by the contractor who constructs the road.

This document shall be used in the PMGSY project on a trial basis and shall be reviewed periodically as required on the basis of the feedback from the states, bidders, contractors, and the data on the rejection of bids during the evaluation of Part I of the bid. For procurement of works in PMGSY Rural Roads Project under the World Bank financing in participating states, the modifications mentioned in the Annex shall be incorporated in this Model Bidding Document.
