इसके अन्तर्गत ऐसी कोई धृति या धृति का भाग आएगा जिसका उपयोग सामान की थोक अथवा खुदरा बिक्री या प्रदर्शन के लिए दुकान या बाजार के रूप में, सामान की बिक्री से संबद्ध कार्यालय, भंडारण तथा सेवा-सुविधाओं के लिए किया जाता हो और जो उसी धृति पर अवस्थित हो तथा इसमें किसी धृति का वह भाग, चाहे ऐसा भाग खुली छत हो या खाली भूमि, जो संचार/मोबाईल टावर एवं उसके सहायक मशीन तथा विज्ञापन से संबंधित होर्डिंग या बोर्ड के द्वारा आच्छादित हो, अथवा लाभ के लिये किसी प्रकार के गैर आवासीय प्रयोग में लाया जाता हो , सन्निहित समझा जायेगा।

"Advertising Sign" means any surface or structure with characters, letters, or illustrations applied thereto and displayed in any manner whatsoever outdoors for the purpose of advertising or giving information or to attract the public to any place, person, public performance, article, or merchandise, and which surface or structure is attached to, forms part of, or is connected with any building, or is fixed to the ground or to any pole, screen, fence or hoarding or displayed in space, or in or over any water body included in the jurisdiction of the Authority. "Agricultural use" means the use of land for the purpose of agriculture, horticulture, sericulture, animal husbandry, poultry farming, plant nursery, piggery, dairy farming, vegetable farming, and any activity related to agriculture or milk chilling plants.

The State Government may notify certain areas on its own or on the recommendation of the Planning Authority or Municipalities, where these bye-laws shall not apply. These bye-laws shall come into force on the date of their publication in the Bihar Gazette.

Fire services come under essential services and are considered one of the most important services for an urban landscape. Providing proper fire services to citizens of any urban landscape requires the proper provision of fire-related equipment, proper management of fire brigade vehicles, sufficient supply of water to the vehicles, proper roads to reach every corner of the city, etc. However, to sufficiently provide these facilities require a huge expenditure. At present, Fire Services do not come under the Patna Municipal Corporation. Under the Bihar Municipal Act 2007 section 127, the Government of Bihar has been given the power to impose a Fire tax on the Urban Local Bodies within their respective area of jurisdiction.

Every person, who erects, exhibits, fixes, or retains upon or over any land, building, wall, hoarding, frame, post or structure or upon or any vehicle any advertisement or, who displays any advertisement to public view in any manner whatsoever, visible from a public street or public place (including any advertisement exhibited by means of cinematographs), shall pay a Registration fee which shall be valid for five years from the date of registration and further a renewal fee every year. The fees chart has been attached in Annexure 1 which may be changed as per the Standing Committee of Patna Municipal Corporation every 5 years.
