राज्य सरकार का आशय है कि सड़क संरचनाओं का एक ऐसा सुगम जाल बिछाया जाए कि राज्य के किसी भी कोने से पटना की यात्रा 6 घंटे के भीतर संभव की जा सके तथा वर्ष 2015 तक यह देश के सर्वोतम सड़क नेटवर्को के अनुरूप हो सके।

The Treasury shall be under the general charge of the Collector who shall entrust the immediate executive control to a Treasury Officer subordinate to him but shall not divest himself of administrative control. The Collector shall be responsible for the proper observance of the procedure prescribed by or under these rules and for the punctual submission of all returns by the Treasury to the Government, the Accountant General, and the Reserve Bank of India.

लोक निर्माण संहिता के नियम 183 (यथासंशोधित) के अनुसार किसी कार्य की पुनरीक्षित प्राक्कलित राशि याद मूल प्रशासनिक स्वीकृति से 20 % अधिक होती है तो पुनरीक्षित प्रशासनिक स्वीकृति की आवश्यकता होती है।

The rules in this code describe primarily the financial methods and procedures to be observed by public works officers in dealing with transactions relating to public works of the Government and in keeping and rendering accounts of such transactions.

They are supplementary to the financial rules continued in the Bihar Financial Rules, Volumes -I and II, Bihar and Orissa Treasury manual, Secon Edition, 1928, and Bihar Public works Department code, which is applicable unless there be something repugnant in the subject or context or except to the extent that they are expressly modified by the rules in this code.
